NTRCA was established in 2005 through the promulgation of the Non-government Teachers’ Registration and Certification Act, 2005. It is a statutory body under the Ministry of Education basically mandated to registering and certifying quality and competent persons who can be appointed as teachers in the non-government educational institutions.
The main function of NTRCA is to conduct a three-stage registration examination which takes place generally once a year to make a pool for would be teachers for the non-government educational institutes so that the promising talented candidates shall enter into teaching profession.
A dialogue with the cross-section of people, views exchange meeting with the members of the civil society, educationists, intellectuals and the functionaries of School Managing Committees (SMCs), Madrasah Managing Committees (MMCs) and Governing Bodies (GBs) was organized under the banner of the Ministry of Education to find out a way to recruit teachers on merit basis and transparently in the non-government educational institutions. As a result, the NTRCA is entrusted with the responsibility of selection of teachers in the non-government educational institutions. To this effect the Ministry of Education issued a notification on 30 December 2015. On that basis, a software based online selection system is in operation.
Above 33000 Non-government educational institutions have been registered with NTRCA so far. The online merit based recruitment of teachers in the non-government educational institutions has by this time grown hope and high aspiration into the society that quality teachers would now be recruited. This online merit based recruitment process interfaces NTRCA with the ultimate formation of the NTSC (Non-government Teachers’ Selection Commission) as it has been depicted in the Education Policy 2010 and the Education Act 2015.
